THE
WRAPAROUND
PROJECT

Community support for system-impacted people

before, during, & after incarceration.

Rarely, if ever,
are any of us healed in isolation.
Healing
is an act of communion.

-bell hooks

Healthy communities support people
at every stage of life.

The Wraparound Project is a multi-organization grassroots project that bridges gaps in services by targeting intervention points that interrupt recidivism cycles.

As we build a connective community, we create an experience of belonging - and a layer of services that currently do not exist.

Re-Entry in Whatcom

2026. Whatcom County is in a moment of fiscal scarcity and high service demand. We’re a rural area with big-city problems and aspiring ideals. A new jail in development is spurring conversation about how we create an appropriate foundation for our future social systems.

As justice-system diversion efforts build, re-entry post-incarceration is a vital intervention point less developed.

Three strategies, one project. The Wraparound Project is spearheaded through a collaborative effort among folks already responding to re-entry needs. It begins with connecting through an initiative, is catalyzed by a convening, and cultivates ongoing and sustainable community-led action that leverages existing resources.

Every successful re-entry story means a community member who is contributing to our area in positive and important ways.

Re-Entry Summit

The Re-Entry Summit convenes people engaged at every dimension of our justice system: system-impacted community, police, policymakers, social workers, and beyond.

  • Centered on a panel of folks with lived experience

  • Participants can have conversations with panelists

  • Community artwork

  • Resource and education fair

  • Information harvest informing next steps

The Summit synergizes community through an immersive experience connecting people who don't always interact. It moves the compassion we cultivate into purposeful action.

Panel participants are invited to develop community-based programming with TWP in the aftermath, bringing the ideas we generate into our real world. Resulting programming will lead design of a Re-Entry Hub.

Positive peer and family support,  job opportunities, rest, and a positive sense of identity are all fundamental to breaking recidivism cycles.

Wraparound support helps foster these conditions through organized community and services that wrap a person in care and resources.

  • Deflect from crime in the first place.

  • Offer hope during incarceration.

  • Ensure resource availability during reintegration; Stabilization post-incarceration.

How do we draw a through-line from incarceration
to
“hope on the outside”?
